dualcore proc and a 1 mb upload speed is the minimum in my opinion. (shitty quality, 360p resolution)
quadcore and a 3mb upload speed is recommended for a good quality stream (540p, 720p)
over 4mb upload speed and a i7 processor can do 1080p
Back on WoW for MoP, streaming almost everytime I play here.

im currently running an i7 860 with a ATI Radeon 5850, 1MB upload, and i'm able to stream Diablo 3 at 720p quality with some stutter but not much
streaming relies heavily on cpu (i believe) because it needs to do the video encoding, what specs are your system?

x4 640, nvidia geforce gt 420 ... can play most games on ultra quality.. but dunno really how much upload but for sure not 1mb :/
then i think its not possible for me to stream anything with a halfway acceptable quality

if you don't have 1 mb upload, forget it. I have currently a 1 mb uplaod speed and it's impossible for me to stream 720p. That's the only reason why I don't stream. I would love to but I really don't like the quality with 1mb upload, so, I prefer to skip it for now. I'm currently looking to upgrade my upload with my internet service provider, but I need to wait for better package that will be soon available in my region. The max connection where I live at the moment is 15mb download, 1 mb upload. It sux. It's possible to stream at 720p with 1mb if you reduce a lot the quality and the max stream fps show down to approximately 15, but viewers experience is terrible.
Quality ≠ Resolution
Also, gt420 is a pretty low graphic card, they are designed for desktop use, not media streaming or gaming. it's probably ok for WoW and streaming with low/medium settings but not really for the majority of others games.
For your speed, you could run a test on some website like http://www.speedtest.net

It will tell you what your upload is, for example:

You can see I have a 2.42 mb upload, not bad for a wireless connection.
correction Ryan, you have 2.42 megabit upload, which really means 240kb/s upload.

thats equal to 2.42 mb. b is for bit not for Byte. B is for Byte

Umm, do you even know what a Megabit is? It takes 10 Megabits to equal 1 Megabyte, so that means anything under 10 Megabits is in the Kilobytes.
Also reread what I said, I clearly said Bit.
quick edit: Not everyone seems to understand Mb is Megabit and not Megabyte(MB).

What is the "best" config in xSplit with VBV Max Bitrate and VBV buffer?
Some people do a VBV buffer > VBV max bitrate
Others VBV max bitrate > VBV buffer
Others VBV Max Bitrate = VBV BufferI don't know how I can config it to optain a "best" quality with my "low" connection

I would like to take this chance to point out how far off topic we have come.
And on that note:
Upgrading away from Optus soon =/ Cable isn't to bad for downloading, don't upload much anyways =D
