Delete the tukui folder in your Classic Addons Folder.
Install Tukui classic.
do a /tukui chat reset to see if that helps.

You are using MaxUI. It should have an option to set grow direction in the raid section. Horizontal up and down. Vertical up and down . Use the Vertical down from the dropdown menu. I know tukui sets the CVAR on setup to 0, so no chat bubbles are visible. Perhaps you updated Tukui and the install automaticly set the chat bubbles to none?

this is not tukui, looks like NihilistUI or an ElvUI edit.

Perhaps you need a /tukui reset, this will set all options to default.

If that doesn't work, uninstall and reinstall tukui to see if that fixes it.
